Solution :
Step 1. Download pkg.m4
.../usr/share/aclocal# wget https://gnunet.org/svn/Extractor/m4/pkg.m4

Step 2. Add ACLOCAL_AMFLAGS Env Var To Makefile.am
ACLOCAL_AMFLAGS = -I /usr/share/aclocal

And Then ./autogen, ./configure ...., make, make install
